HRCSL Issues Recommendations to Royal College Over Prefect Appointments

The Human Rights Commission of Sri Lanka (HRCSL) has issued a series of recommendations to Royal College, Colombo 7, regarding alleged irregularities in the appointment process of the Prefects Council for the year 2023/2024.

In its recommendations, the HRCSL insists that Royal College appoint M.G. Jayawardena, one of the complainant students, as a prefect, citing his achievement score above the cutoff of 27.

Additionally, the Commission advises the Principal of Royal College to investigate a complaint lodged by another student, M. Pathberiya, concerning alleged mistreatment by members of the Prefects Council.

Furthermore, the HRCSL suggests that the Principal engage with the tutorial staff to review the appointment of two prefects who reportedly do not meet the required criteria.

The Commission awaits the Education Ministry’s investigation outcome into allegations that Royal College submitted false documents during the HRCSL inquiry regarding the appointment of these two prefects.

Highlighting procedural flaws, the HRCSL underscores that Royal College failed to conduct the appointments in an effective and transparent manner, thereby violating relevant guidelines. It urges the school to adhere strictly to Ministry of Education guidelines for prefect appointments to prevent future incidents of this nature.

These recommendations stem from seven complaints filed by students of Royal College, alleging rights violations during the prefect appointment process for 2023/2024.
