Human Rights Commission of Sri Lanka Issues Recommendations on Women’s Legislation

The Human Rights Commission of Sri Lanka (HRCSL) has put forth recommendations to the government concerning the National Women’s Commission Bill, the Gender Equality Bill, and the Women’s Empowerment Bill. The HRCSL’s recommendations, outlined in a letter sent to President Ranil Wickremesinghe on Friday (17), encompass the following key points:

Consolidation of Gender Equality and Women’s Empowerment Bills: The HRCSL suggests considering the amalgamation of the Gender Equality Bill and the Women’s Empowerment Bill into a single consolidated Bill for more effective implementation.

Placement of Gender Equality Council: The recommendation proposes housing the Gender Equality Council within the new department, which is slated for the elevation of the Women’s Bureau.

Department Naming: In light of the proposed changes, the HRCSL advises contemplating the designation of the department as the ‘Department for Gender Equality.’

Enhanced Appointment Process: The HRCSL urges further strengthening of the appointment process specifically concerning the National Women’s Commission to ensure robust and transparent procedures.

Timely Publication of Bills: To facilitate meaningful public engagement, the HRCSL advises considering the prompt publication of the three Bills, allowing for substantial public consultation on their content.

These recommendations underscore the HRCSL’s commitment to fostering gender equality and women’s empowerment through thoughtful and strategic legislative measures.
