In a letter to the CEB, the PUCSL stated that, considering the time required for the tariff approval process under the Sri Lanka Electricity Act of 2009, the Tariff Methodology, and Tariff Review Procedure Rules, the earliest possible date for tariff approval will be January 17, 2025.
The PUCSL also emphasized that if the CEB fails to submit the tariff proposal by December 6, the Commission will be forced to implement the tariff revision clause in the Bulk Supply Transaction operational guidelines, which would pass the positive balance of the Bulk Supply Transaction Account to consumers.
On Sunday (24), the PUCSL clarified that there would be no electricity tariff revisions for 2024, citing delays in the CEB’s submission of necessary proposals.
PUCSL Corporate Communications Director Jayanath Herath explained that the CEB submitted an initial set of tariff revision proposals at the end of September. However, these proposals, which suggested reductions, were deemed insufficient by the PUCSL, which subsequently requested a revised submission by November 8.
Despite the extended deadline, the CEB requested further extensions, ultimately seeking an additional two weeks after failing to meet the November 22 deadline. As a result, the PUCSL has granted the extension until December 6.
Even if the CEB submits its revised proposals on December 6, the PUCSL clarified that it would take six to eight weeks to review and finalize the tariff adjustments. Therefore, any potential electricity tariff revisions will be postponed to 2025.
